Sorry, it took so long to answer this. I totally missed this in my inbox. Easy answer for me though: Captain Jellico.
He put Riker in his place, and let him know he didn’t think much of him as a First Officer. He also chastised Troi for not wearing an appropriate Star Fleet uniform. Which she then began to afterwards. He was a take charge no nonsense type of guy. Unfortunately he was only in two episodes.
